with Criminal records office reveal that Randolph Charles
name was never listed as one of the common criminals to be detained,

“Vincentian National”, and was told by the Ministry of Foreign
Affairs Grenada that Cuffie’s case would be expedited for “the next
regular review;” if released Grenadian authorities thought this would
provoke some basis for “unsavory propaganda.” Restriction Order to report to the Police Station in his district
twice monthly for a period of one year in the first instance. Victor Husbands' note of 29 SEP 1981 Report said:
NOTE: Stephen Cuffie, an Ex Policeman, is Vincentian by birth. His release
had been sanctioned a few months ago on the basis of representations made
by the St. Vincent Government and the Grenada Conference of Churches but
due to the fact that he complained in a written statement, that he was
subjected to torture and ill-treatment while held on Fort Rupert,
it was decided to stay his release in the interests of unfavourable propaganda.
His release was sanctioned at the time on the condition that he be deported to St. Vincent.
It is suggested that he be released and allowed to remain in the country for
at least one year after which time he may be deported. This might serve to counter
any desire on his part to publicise the treatment he received on the Fort.
In a report dated 14 DEC 1982, Victor Husbands wrote in part:
Release was favourably considered in 1981 on representation of the St. Vincent
Government through Archdeacon Huggins of the Anglican Church but final decision
stayed on the ground of possible unfavourable propaganda. Deportation upon release
not recommended as this would certainly provide some basis for unsavoury propaganda.

but was convinced by Lloyd Noel that that paper was legal. Became vendor as a result.
In view of prior trade union activities in which suspicion ran high of involvement
in AIFLD and CIA covert initiatives and manoeuvres, in the region, which has been
vigorously denied anyway, he has faithfully pledged to stay completely out of Trade
Unionism and politics. He has also pledged cooperation with the Government and revolution.
Deeply regrets his involvement in the Grenadian Voice affair. His release is strongly recommended . . .
