HABEAS CORPUS

A petition for a writ of habeas corpus is a judicial mandate to a prison official, often from a prisoner, ordering that an inmate be brought to the court so it can be determined whether or not that person is imprisoned lawfully and whether or not s/he should be released from custody. Habeas Corpus forms the essence of the rule of law - a fundamental right to challenge detention.

Who was detained on Grenadian soil between 13 March, 1979 and 27 October, 1983?


DISCLAIMER: The names of the detainees listed here are drawn from differing original lists and source materials. Be aware that as new source information is obtained there may be changes on the page. There is/was confusion of who was a lawful or unlawful detainee. There is the inexactness of the date of admission and/or the date of detention. It appears upon transfer to Richmond Hill Prison itself from another facility, records began to be kept in earnest. The names of those detained were often recorded in prison population rosters laden with misspellings, inaccuracy or incompleteness. Names may be listed in error or are missing. Sources include the lists compiled by the People's Revolutionary Government that are reproduced in the "Grenada Documents" book, on the Grenada Documents microfiche at the National Archives in College Park, Maryland, the Captured Documents collection at the Univ. of Pittsburgh; different issues of the "Grenada Newsletter" and "Caribbean Monthly Bulletin" compiled by Alister Hughes, the "Recommendations of the Claims Commission 1988" plus books and periodicals, and from a sheet issued by the Permanent Mission of Grenada to the United Nations, dated 8 January 1982.

We members of St. Johns Catholic Community, wish to express deep concern to you about the President of our Church Council, Mr. Lloyd Noel. Mr. Noel was detained by the Security Forces on Saturday, 11 July 1981. Charges have not been brought against him. His wife, his children and his mother continue to suffer greatly by his absence. At this stage, they are also concerned about his health.

Within the Richmond Hill Prisons system there was a category classification scheme assigned to people in detention. Two adolescents were sent back home after they had been incarcerated from 27 JUN 81 until 4 JUL 1981. From a prison administrative document, circa 1981, the categories were:

CATEGORY I

Persons considered dangerous and a threat to National Security including Public Safety and Public Order. Comprises persons who either have been engaged in activities of a subversive and counter-revolutionary nature or who have been closely associated with such persons.

CATEGORY II

Persons considered less dangerous and pose little threat to National Security, etc. Comprises persons who have been involved at some level or were indirectly associated with elements of subversion and counter revolution.

CATEGORY III

Persons considered not dangerous and pose no threat to National Security, etc. Comprises persons who have been indulging in the use and production of prohibited drugs or who are common criminals specializing in House breaking, Larceny and other crimes of that nature.


In another Detainee Category list, also from 1981, is the following:

No matter what category or the travails of the prisoner, families also suffered. One anonymous account turned up in a Trinidadian weekly newspaper - Letter from Wife of a Detainee 1980.

Anglican Archdeacon of Grenada Hoskins Huggins, in a 14 March 1982 sermon at the Roman Catholic Cathedral, spoke of the detainees. According to Hughes, the Archdeacon said this:

We call upon Government, as we have done many times before, both publicly and privately in our many dialogues with the Prime Minister (and I want almost to plead on bended knees to the Minister) to release the detainees against whom no charge can be laid, and to charge the others and bring them to a speedy and just trial.

Some family members or prisoners themselves wrote directly to Minister of National Security Maurice Bishop and others in authority [See within List above].


The count of detainees was in dispute and disarray.

According to a document from 29 SEP 1981, photocopied in the "Grenada Documents," the population within the Richmond Hill Prison system was outlined in a letter from the Office of Special Investigations, signed by the late Victor Husbands, who was Special Investigator at that time, to Prime Minister Maurice Bishop. The third paragraph from the top reads:

In view of the following factors: (1) the over population of the Prisons which now stand at 333 with detainees at Richmond Hill Prisons alone accounting for some 161 while at Hope Vale there are 45: (2) the attendant high costs of maintenance and (3) the passing of an Amendment to the Preventive Detention Regulations (Peoples Law No. 21 of 1979) providing for a Restriction Order which may be imposed upon a released Detainee with severe penalties for infringement (vide Peoples Law No. 29 of 1981), the Task Force has taken a unanimous decision to recommend the release of a number of Detainees in the first instance, who it feels, are no longer threats to the Security of the State, nor to Public Safety and Order.

In another document, this one from the Permanent Mission of Grenada to the United Nations, dated 8 JAN 1982, 24 detainees were released 31 DEC 1981. This news sheet stated:-

There are now less than one hundred detainees in prison, forty of whom were charged in the last six months. Only thirteen of the over 300 persons detained just after the March 13th Revolution are still in prison.

During the time span from 13 MAR 1979 through 27 OCT 1983, in the above list, there are more than 450 detainees incarcerated for varying lengths of time, including some held only for one day, or a couple of days. Many prisoners, it is reported, were taken through an initial gauntlet of torture to obtain confessions at Fort Rupert before their transfer to Richmond Hill Prison.

According to current prisoner Callistus 'Abdullah' Bernard in his 2006 book titled "They Could Only Kill Me Once," Richmond Hill Prison 'political detainees' are approximated:

The prison had housed political detainees before. Four hundred had passed through the prison in the period of the revolution; hardly more than 70 or so at any one time . . .

The approximately 600 detainee count cited by many sources includes Rastafarians at Hope Vale. A count could include the prisons where reports were not issued like Mount Royal, Fort Rupert, or Camp Boney, or the Central Police Station and Marli Militia Camp in Sauteurs; a couple of prisoners in the General Hospital or the Mental Hospital. Anecdotal reports are prevalent that there were up to 3,000 persons detained during the time of the People's Revolutionary Government (PRG), but this has not been verified at all and may be another 'Grenada Revo Myth.'

A report from Victor Husbands in a Detainees Update as of 20 DEC 1982 put a total number of 102 detainees at Richmond Hill Prison with 13 at Hope Vale, 2 in the General Hospital, 1 in the psychiatric hospital and 2 at Fort Rupert/Camp Boney.

Former Detainee Lloyd Noel stated in his 19 October 2009 column Online Column that in 1983, there were 113 prisoners at Richmond Hill Prison and Hope Vale Camp.

Due to new detentions, releases, transfers, alternate locations, illnesses, deaths and escapees from 1979 to October 1983, the countless changes in the prison population invite confusion.

Prisoners attempted escape; about 11 prisoners from Richmond Hill Prison tried to get free, plus the 'Infamous Four' who attempted escape from Richmond Hill prison on 6 MAY 1980. Approximately 14 people walked away from the Hope Vale Camp. These escape attempts, with recaptures and successes are stories in themselves.
