Paragraph 44. - Introductory
44. Following the preceding general outline of the circumstances which prevailed in Grenada druing 1973, and the conduct and behaviour and relationships which existed between the police and police aides, it might at this stage be helpful to make a more detailed examination of -
- the matters which promoted the establishing of an auxiliary police force without legal authority as early as 1970;
- the development of that force in the intervening years and the exercise of authority in relation thereto; and, finally,
- of the circumstances concerning the important persons involved in the incidents which occurred on November 18, 1973.
